Julian Randall, who was also arrested on suspicion of driving under the influence

Randall was not the only one whose name came up in the news. In an interview with The Post, President Bush said that he’d signed the memo to President Obama after the first Gulf War and he told Cheney it was “very, very important to get the president to do it.”
A few weeks later, Bush told ABC’s “This Week” program that he was not aware of the memo.
“When I was running for president, I talked to the president about it and he said, ‘Well, I’ve got a memo about that,'” Bush said. “I don’t know if it was written or not, but it certainly sounded important to him.”
Bush’s memo was a major factor in the administration
